Half-Staff confusion reigns across the USA for Sat., May 15
Why?
Peace Officers Memorial Day, a National Half-Staff day, every May 15th, falls on the same day as Armed Forces Day (recognized on the third Saturday of May) this year. So, what does that mean? Well, per the US Flag Code, Section 7 (see pic below), the Flags should be at FULL STAFF, instead of Half-Staff this year because Peace Officers Memorial Day is the same day as Armed Forces Day.
Why?
Peace Officers Memorial Day, a National Half-Staff day, every May 15th, falls on the same day as Armed Forces Day (recognized on the third Saturday of May) this year. So, what does that mean? Well, per the US Flag Code, Section 7 (see pic below), the Flags should be at FULL STAFF, instead of Half-Staff this year because Peace Officers Memorial Day is the same day as Armed Forces Day.
So, why is there confusion?
Because when the President released the original Police Week and Peace Officers Memorial Day Proclamation on May 7th, it stated that we would have a National Half-Staff on Sat., May 15. But, then, on Wed., May 12, a revised Proclamation was posted in place of the original, but must not have been sent to all the Governors because nearly 90% of the Governors have called for their states to follow the original Presidential Proclamation and observe Peace Officers Memorial Day by placing all flags at state facilities at half-staff.

1) Federal facilities fly All Flags at FULL STAFF per the revised Presidental Proclamation
2) State facilities follow Governors' orders to, with the exceptions noted here, fly All Flags at Half-Staff. Only the Governors of MI, VA, ID, AK, OR, and NC have sent out revised Flag orders to keep the Flags at Full Staff in their states.
3) The rest of us citizens analyze our current state half-staff orders in KY, CO, parts of TX, WA. and CT (see the orders below) along with the orders in #2 and make 'Your Pick' to follow your Governor's order or the President's order
How's that - clear as mud?!
That's the beauty of being a patriotic US citizen - our freedoms extend all the way to how we want to fly our own US Flag ;)
And, hopefully, the next time Peace Officers Memorial Day and Armed Forces Day are the same, the President will get it right the first time and not cause this kind of flag chaos again :)

All (U.S. & State) Flags at all Concho County government / public facilities, TEXAS (TX: May 12 - 19): Responding to a letter from a Concho County Judge, TX's Governor ordered All Flags at all Concho County government / public facilities [ And, individuals, businesses, municipalities, and other political subdivisions and entities in the surrounding area and region may fly flags at half-staff for the same period as a sign of honor and respect ] to half-staff, immediately on Wed., May 12, until sunset on the date of the latest fallen officer's interment (May 19 for Sgt. Jones), in honor of the life and public service of Concho County Constable and Deputy Sheriff Stephen Jones and Concho County Deputy Sheriff Samuel Leonard, who were killed in the line of duty. Title 36, Chapter 10 PATRIOTIC CUSTOMS
National anthem; Star-Spangled Banner, conduct during playing:
During rendition of the national anthem when the flag is displayed, all present except those in uniform should stand at attention facing the flag with the right hand over the heart. Men not in uniform should remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart. Persons in uniform should render the military salute at the first note of the anthem and retain this position until the last note. When the flag is not displayed, those present should face toward the music and act in the same manner they would if the flag were displayed there.
Note: A new law was passed on October 30, 2008 that authorizes veterans and active-duty military not in uniform can now render the military-style hand salute during the playing of the national anthem. This publication is currently being updated to reflect the new law.
Pledge of Allegiance to the flag; manner of delivery:
The Pledge of Allegiance to the Flag, "I pledge allegiance to the Flag of the United States of America, and to the Republic for which it stands, one Nation under God, indivisible, with liberty and justice for all.", should be rendered by standing at attention facing the flag with the right hand over the heart. When not in uniform men should remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart. Persons in uniform should remain silent, face the flag, and render the military salute.
