Where is Our Flag lowered to half-staff today (Apr. 28)?
ICYMI on Monday afternoon, there were THREE new half-staffs ordered: 1) All Flags in Baton Rouge, Louisiana, 2a) All Flags in Bell County, Texas, and 2b) All Flags at DPS facilities across Texas
Other Half-Staffs continue ...
... Across Illinois, Michigan, New York, Connecticut, and New Jersey all Flags are half-staff ...
... In Pennsylvania, all STATE Flags are half-staff ...
... And, in Cuyahoga County, Ohio, special locations in Massachusetts, and in the cities of Columbia, South Carolina, Washington, D.C. and San Diego, California all Flags are half-staff ...
All of these half-staffs, except in California, Louisiana, and Texas, honor coronavirus victims.

I was written in 1823 by the then, Secretary of State, and future U.S. President, John Quincy Adams (pictured on left below)
The seeds of this American policy (guideline) were laid in 1783, during President Washington's term, when it was stated that the, "United States adopted the policy of isolation and announced its intention to keep out of Europe."*
Forty years later, John Quincy Adams, and then President James Monroe (pictured on right below), extended the American principle "that Europe must keep out of America."*

In 1850, the term, "______ Doctrine" was set to name this President's most famous rule.
As we celebrate the birthday (April 28, 1758) of one of our Founding Fathers, James Monroe, we recall what he is best remembered for. While serving as our 5th U.S. President, he formally set the United State of America's plan for colonization (settling) in the Americas - specifically Latin and South America. Basically, the 'Monroe Doctrine' tells European powers to stop coming over to America to colonize (to settle) because the rest of the Americas, like USA, need to be free of European rulers.
And, here is the first statement in the long policy (doctrine) authored by John Quincy Adams:
"The occasion has been judged proper for asserting, as a principle in which the rights and interests of the United States are involved, that the American continents, by the free and independent condition which they have assumed and maintain, are henceforth not to be considered as subjects for future colonization by any European powers."
