All Flags across MICHIGAN (MI: on Jan. 23): Michigan's Governor ordered all (U.S. & State) Flags at state facilities across Michigan to half-staff, from sunrise to sunset on Thu., Jan. 23, the date of his interment, to honor the service of Army Specialist Bradley Walsh. All Flags across Bexar County, TEXAS (TX: on Jan. 23): Bexar County officials, assumedly with the authority and approval fo the Governor, ordered all Flags at county facilities to half-staff, from sunrise to sunset on Thu., Jan. 23, his date of interment, in memory of District Court Judge Ray Olivarri. All Flags atop State Capitol in Sacramento, CALIFORNIA (CA: until Jan. 24): California's Governor ordered all (U.S. & State) Flags atop the State Capitol to half-staff, assumedly until sunset on Fri., Jan. 24, to honor Los Angeles County Sheriff's Detective Amber Leist, who was killed in the line of duty on Jan. 12. OTD (On this date), January 23, in 1964, South Dakota became the 38th and final state to pass and ratify the 24th Amendment. This Amendment stopped the US Congress and states from making citizens pay a "poll tax" in order to vote in elections. Poll taxes were created, by southern states, in the late 1800s, after the Civil War, as way to try to prevent African-American and poor white citizens from voting - despite the 15th Amendment that gave former black slaves the right to vote. The approval process for the 24th Amendment only took 16 months. It was proposed by Congress (see document pictured above) and sent to the states for approval on August 27, 1962.
