OTD (On this date), January 23, in 1964, South Dakota became the 38th and final state to pass and ratify the 24th Amendment.  This Amendment stopped the US Congress and states from making citizens pay a "poll tax" in order to vote in elections.  Poll taxes were created, by southern states, in the late 1800s, after the Civil War, as way to try to prevent African-American and poor white citizens from voting - despite the 15th Amendment that gave former black slaves the right to vote.  The approval process for the 24th Amendment only took 16 months.  It was proposed by Congress (see document pictured above) and sent to the states for approval on August 27, 1962.

[ Note: At least 3/4 (75%) of the states must approve an Amendment before it can be ratified (made a national law) ]
