Half-Staff Alerts & Honorees for February 18

All Flags across HAWAII (HI: Feb. 17 - 18): Hawaii's Governor ordered all (US & State) flags at government / public facilities across the state to half-staff from sunrise Fri., Feb. 17 until sunset on Sat., Feb. 18, in reverent observance of the life and contributions to Hawai‘i, of the late Danny Kaleikini, who died January 6, 2023. All Flags across KENTUCKY (KY: until Feb. 20): Kentucky's Governor ordered all (US & State) Flags at all state government / public facilities to half-staff until sunset on Mon., Feb. 20, in honor of two Tennessee National Guard pilots, CW3 Danny Randolph of Murfreesboro, TN and CW3 Daniel Wadham of Joelton, TN who were killed in a UH-60 Blackhawk helicopter crash in Alabama on Wednesday. Chief Warrant Officer 3 Danny Randolph of Murfreesboro, Tennessee, participated in search and rescue efforts following the devastating floods in Eastern Kentucky in July 2022. All Flags across TENNESSEE (TN: until Feb. 20): On the evening of Thu., Feb. 16th, Tennessee's Governor ordered all (US & State) Flags at all state government / public facilities to half-staff until sunset on Mon., Feb. 20, to mark two solemn occasions for Tennesseans:
1) In memory of CW3 Danny Randolph of Murfreesboro and CW3 Daniel Wadham of Joelton who were involved in a fatal UH-60 Blackhawk helicopter crash while flying a training mission for the Tennessee National Guard. https://www.tn.gov/military/news/2023/2/16/tennessee-national-guard-names-soldiers-in-fatal-helicopter-crash.html
2) In honor of Major General Gary L. Harrell of Johnson City, a legendary Delta Force leader who passed away on February 14, 2023, at the age of 71. MG Harrell is being remembered as a strong Christian patriot who loved his country and lived a life of service and sacrifice.

State Flag of Rhode Island across RHODE ISLAND (RI: Feb. 9 - 20): Rhode Island's Governor ordered the STATE Flag of Rhode Island atop all state / public facilities across the state, to half-staff until Mon., Feb. 20, the date of his interment/burial, in honor and memory of Command Sergeant Major Richard Winkelman, who served as the full time Senior Enlisted Advisor for the 56th Troop Command, Rhode Island National Guard. Half-Staff Flag Etiquette (Procedures):
Flag-raising at sunrise = hoist the Flags to full staff, then lower slowly, respectfully to half-staff
Flag-lowering at sunset = hoist Flags up from half-staff back to full-staff, then lower slowly, respectfully all the way down for removal

Title 36, Chapter 10 PATRIOTIC CUSTOMS
National anthem; Star-Spangled Banner, conduct during playing:
During rendition of the national anthem when the flag is displayed, all present except those in uniform should stand at attention facing the flag with the right hand over the heart. Men not in uniform should remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart. Persons in uniform should render the military salute at the first note of the anthem and retain this position until the last note. When the flag is not displayed, those present should face toward the music and act in the same manner they would if the flag were displayed there.
Note: A new law was passed on October 30, 2008 that authorizes veterans and active-duty military not in uniform can now render the military-style hand salute during the playing of the national anthem. This publication is currently being updated to reflect the new law.
Pledge of Allegiance to the flag; manner of delivery:
The Pledge of Allegiance to the Flag, "I pledge allegiance to the Flag of the United States of America, and to the Republic for which it stands, one Nation under God, indivisible, with liberty and justice for all.", should be rendered by standing at attention facing the flag with the right hand over the heart. When not in uniform men should remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart. Persons in uniform should remain silent, face the flag, and render the military salute.
