On this date, August 1st of 1981, a new cable TV channel, that changed how music fans enjoyed music, launched. MTV (Music Television) kicked off its network with a montage of spacecraft footage and images to reinforce its innovative approach to music. And, true to its mission, the first music video shown on MTV was "Video Killed the Radio Star" by the Buggles.

All (US & State) Flags across NEW YORK (NY: July 31 - Aug. 1) New York's Governor ordered all Flags atop city government / public facilities to half-staff, from sunrise on Sun., July 31 until sunset on Mon., Aug. 1, the date of his funeral, in honor of fallen Rochester Police Officer Anthony Mazurkiewicz, who was shot and killed in the line of duty on July 21. NOTE: There's a mistake in the Governor's flag order. It should state, "returned to full-staff at sunrise (not sunset) on August 2, following the funeral service."

All (US & State) Flags atop Statehouse and across Clark County, OHIO (OH: July 25 - Aug. 1) Ohio's Governor ordered all Flags atop the Statehouse, the Vern Riffe Center, the Rhodes State Office Tower, and across Clark County (and all other public buildings across the state may join at their discretion) to half-staff, immediately on Mon., July 25, until sunset on Mon., Aug. 1, the date of his interment, in honor of the life and service of Clark County Sheriff's Deputy Matthew Yates, who was shot and killed in the line of duty on Sun., July 24. All (U.S. & State) Flags at Smith County government / public facilities, TEXAS (TX: July 29 - TBD): TX's Governor ordered all flags atop Smith County government / public facilities [and, individuals, businesses, municipalities, and other political subdivisions and entities in the surrounding area and region may fly flags at half-staff for the same period as a sign of honor and respect] to half-staff, immediately on Fri., July 29, until on the date of his funeral (TBD) in honor of the life and public service of Smith County Sheriff's Deputy Lorenzo Bustos, who was killed in the line of duty. Flag-raising at sunrise = hoist the Flags to full staff, then lower slowly, respectfully to half-staff

Title 36, Chapter 10 PATRIOTIC CUSTOMS
National anthem; Star-Spangled Banner, conduct during playing:
During rendition of the national anthem when the flag is displayed, all present except those in uniform should stand at attention facing the flag with the right hand over the heart. Men not in uniform should remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart. Persons in uniform should render the military salute at the first note of the anthem and retain this position until the last note. When the flag is not displayed, those present should face toward the music and act in the same manner they would if the flag were displayed there.
Note: A new law was passed on October 30, 2008 that authorizes veterans and active-duty military not in uniform can now render the military-style hand salute during the playing of the national anthem. This publication is currently being updated to reflect the new law.
Pledge of Allegiance to the flag; manner of delivery:
The Pledge of Allegiance to the Flag, "I pledge allegiance to the Flag of the United States of America, and to the Republic for which it stands, one Nation under God, indivisible, with liberty and justice for all.", should be rendered by standing at attention facing the flag with the right hand over the heart.
