Per the U.S. Flag Code, "The flag, when flown at half-staff, should be first hoisted to the peak for an instant and then lowered to the half-staff position. The flag should be again raised to the peak before it is lowered for the day. On Memorial Day the flag should be displayed at half-staff until noon only, then raised to the top of the staff."

Memorial Day is an opportunity to remember and honor all our military troops who died while serving our country. Since its inception as "Decoration Day" during the Civil War, more than 1.3M Americans have given their lives in war zones fighting for freedom around the world. So, the 18 GWOT (Global War on Terror) Fallen shown above are a small reminder of the sacrifices that continue to be made by our military service members.
