Wow! This is one of the busiest half-staff days of the year so far - ranging honors from firemen to state legislators to accident victims to WWII heroes.
Our Flag flies at full staff in 45 of 50 states. WI, NC, TN, IA, and NY are half-staff today. And WV and AK have a special State half-staff.

In Wisconsin, US and State Flags are half-staff to honor the Wisconsin Fallen Firefighters Memorial Day.
In Iowa, US and State Flags are half-staff to pay tribute to a fallen WWII sailor finally being buried by his family in Iowa with full military honors. Navy Seaman 2nd Class Bernard V. Doyle was killed in action on December 7, 1941, when the USS Oklahoma was attacked by Japanese aircraft at Pearl Harbor. The 19-year-old's remains were recovered and identified in March 2018.
In North Carolina, the US and State Flags have been ordered to half-staff, until sunset on Sunday, Oct 14, to honor former NC House Co-speaker Richard Morgan. Morgan passed away on Wednesday, October 10. .
In Tennessee, the US and TN State Flags are half-staff Saturday to honor the memory of United States Marine Corps Private First Class William F. Cavin of Hancock County. Private First Class Cavin lost his life while fighting on Tarawa Island in the Pacific during World War II and is now being returned home to Tennessee after almost 75 years.
In New York, US and State Flags are half-staff from sunrise Thursday, Oct 11 until the day of interment (burial) for the 20 victims in the 'Schoharie limo crash' on Saturday night.

On this date (OTD), 13 October, in 1775, a resolution of the Continental Congress established what is now the United States Navy with “a swift sailing vessel, to carry ten carriage guns, and a proportionable number of swivels, with eighty men, be fitted, with all possible despatch, for a cruise of three months….” After the American War of Independence, the U.S. Constitution empowered the new Congress “to provide and maintain a navy.” Acting on this authority, Congress established the Department of the Navy on 30 April 1798.
In 1972, Chief of Naval Operations Admiral Elmo R. Zumwalt authorized official recognition of 13 October as the birthday of the U.S. Navy. Since then, each CNO has encouraged a Navy-wide celebration of this occasion “to enhance a greater appreciation of our Navy heritage, and to provide a positive influence toward pride and professionalism in the naval service.”
