Across the USA, Our Flag flies at full staff, except in Nevada, Wisconsin, and Connecticut.

Governor executive orders for lowering the U.S. and State Flags in their state:
In Wisconsin, 
Governor of Wisconsin has ordered flags to fly at half-staff, Friday, April 6, 2018, in honor of Madison Fire Department Firefighter and Paramedic Richard Garner Jr.

In Nevada ...
WHEREAS, the Thunderbirds of the United States Air Force are a preeminent example of the pride, professionalism, and dedication of the thousands of Airmen who serve at home and abroad;
WHEREAS, Major Stephen Del Bagno was tragically killed during a training flight over the Nevada Test and Training Range on April 4, 2018;
WHEREAS, all Nevadans are grateful for the service of Major Del Bagno, and express deepest sympathy to his family and loved ones; and
WHEREAS, Article 5, Section 1 of the Nevada Constitution provides: "The supreme executive power of this State, shall be vested in a Chief Magistrate who shall be Governor of the State of Nevada."
NOW, THEREFORE, by the authority vested in me as Governor by the Constitution and laws of the State of Nevada and the United States, it is hereby ordered as follows:

The flags of the United States and the State of Nevada shall be flown at half-staff at the State Capitol and all State public buildings and grounds on Friday, April 6, 2018, from sunrise to sunset, as a mark of respect and in remembrance of Major Del Bagno.

In Connecticut, 
U.S. and state flags have been lowered to half-staff in honor of Connecticut State Police Trooper First Class Kevin M. Miller, who was killed Thursday, March 29th, in a motor vehicle accident while on duty. Trooper First Class Miller served with the Connecticut State Police for 19 years and was assigned to Troop C in Tolland.

"We are deeply saddened and heartbroken by the tragic loss of Trooper First Class Miller - a man who dedicated his life to serving the people of Connecticut," Governor Malloy said. "State troopers and members of law enforcement put their lives on the line each and every day in order to selflessly protect the people of our state, and they deserve our utmost respect for the service they provide. As they protect us from harm, these brave men and women personify what it means to be a public servant. On behalf of the entire State of Connecticut, I send my deepest condolences to his family, friends, and State Police colleagues. I ask the people of Connecticut to keep Trooper First Class Miller and his family in their prayers."
"Trooper First Class Kevin Miller was a veteran of the State Police - his death is a shock and a tragedy," Lt. Governor Nancy Wyman said. "Our hearts are with his family and friends, and his brothers and sisters at the Connecticut State Police as they mourn his loss. We are fortunate and proud; he served the people of Connecticut with honor and commitment. We are forever grateful for his service."

Connecticut's Flags will remain at half-staff until sunset on Friday, April 6th - the day of his funeral.

During the week of March 25-31, unfortunately, ​there was 1 new fallen military service member, who was fighting in the Global War on Terrorism. 
U.S. Army Master Sergeant. Jonathan Dunbar, a 36 year-old Special Forces solider of Austin, Texas, was killed by an IED that detonated near his patrol in Syria.   

  We thank and pay tribute to Master Sergeant Dunbar, who leaves behind a wife and 2 daughters, for defending our freedoms and fighting to liberate others.
