On this date (OTD), September 25, in 1789, Congress proposed 12 Amendments to the U.S. Constitution. On December 15, 1791, after more than two years of states reviewing the Amendments for ratification, ten of the 12 were approved as the Bill of Rights.

On this date (OTD), September 25, in 1690, the first American / Colonial multi-page newspaper was printed. It was published in Boston, Massachusetts by publisher Benjamin Harris and printer Richard Pierce. Unfortunately, it was the one and only publication because the British Governor closed it down due to "reflections of a very high nature;" thereby, forbidding any Colonial freedom of speech.
